If you give it to someone who is not low-born, he may have other heirs.
It's better to give it to low-born characters because if he decides to refuse to convert, you can imprison him or kill him, and you will still be his only heir. Note that BOTH the culture and the faith of the individual you select must match that county, otherwise it doesn't work.
This is the fastest way of converting entire empires (let alone counties) to your faith, by finding appropriate individual for each county. Once he converts to your faith, the entire county converts with him. AFTER you granted him that county, demand him to convert to your faith.
